I have seen that Silicon Valley was created as an island with no bridge connecting to the bay. The only way to access Silicon Valley is by fast travel.

Therefore I guess this territory was located in a separated server.
Was made like this in order to avoid lag problems?

Its possible to use the already existent non-playable areas for more scenarios?
