I think people don't use them is low capacity, low delay.
why was that programmed in again?

They have a super fast charge rate. I think the highest they can get is 95%.

Activating Cloak kick starts shield regen, so you can pretty much zap your shield up when doing that.

Along with ways to recharge your Ego Power through Perks, Weapon Rolls, Synergy, Stim, and now Chips that can cut Cloak time down along with ones to increase a shields charge rate to be even faster. A Tacyon has its uses with the right build behind it.

Is it worth to make such a build... maybe. Do I think so? Not really. I like more passive traits then the idea to do a number of things to recharge my Ego so I can keep Cloak ready to go to pretty much instantly recharge my shield when I would need it. But I could see on how it could be good.

edit: not to mention that there are perks that give bonuses when shields are down. So a player could purposely take advantage of that to have those bonuses for the duration of the 9 second cool down delay a Tachyon has, and then if need be activate Cloak to get their shield back real quick.
