i dont believe this to be true, i've bought 24 tier 3 lockboxes, not once did i get a purple, mostly blues some greens

Sounds right to me, you bought 24 blue boxes and got mostly blues, with the off chance at purps or better.

Sort of makes it easier to see which lock boxes to go for though a lot of people have gotten more orange gear from a tier 3 as opposed to a tier 4. Still nice to see some sort of indication.

You can find break downs on the drop chances for each box with google, but to save you the time, just buy tier 3.

Some people were having a hard time understanding the progression based on names alone, such as tier 2, tier 3, tier 4, cause, that there's numbers, and people don't like no numbers! But colors? Yeah, they can dig colors...

tried a tier 4 today and got 3 blues and one green out of it

The difference is the a slight increased chance for rare (purple or orange) items with the higher level boxes versus more items (and therefore more chances) with the lower. The upshot is that tier 2 gives you the best chance per key of getting rare items. Say you have 64 keys. Tier 2's only cost 8 keys, so you get 8 boxes for 16 items. Tier 3 costs three times as much (24 keys) but you get half as many items (2 2/3 boxes for 8 items, forgive the fractional fantasy but the math holds). That same 64 keys gets you one lonely tier 4 box for 4 items, 1/4 the number of items for the same number of keys. That might be a fair trade off if the chance for a rare item went up by the same scale, but it doesn't. Because the odds of getting rare items is so low no matter which tier you buy your best bet is to get as many items as you can, and that means tier 2.
