Thought game already patched, why patch again?

The reason I am asking is, I know the dlc is released to day with all the bug fixes and the removal of the dreaded region lock. Well my point is, when i loaded the game up today the game did a big patch and after it was done, there was no more region lock. So I was able to create a new character on the US server even though I am in the EU and have always been stuck on EU. So the question is this, what is in the patch because isnt all of the dlc etc listed in the draft dlc notes already live? And if this is a daft question or I am reposting I apologise.

looks like you've missed a patch mate, that was 1.0261 this update/dlc patch is 1.027 and isn't online yet. The servers are down updating. Be a few hours yet until we can start downloading the dlc.

Ok thanks for that, I must have missed one lol, aint been on game for about a week. I notice there is no patch notes for 1.0261, that's probably why i wrongfully assumed 1.027 must have come down earlier. So as a matter of interest, when was region lock removed.
