Ok, as reasonably assured as I can be given how late it is, I'm pretty sure A children's story isn't at/near any of the merchant/fast travel locations or happy pow farms. I'd like to search some more, but I can't stay away any longer.
Thanks for the first two locations though!

Gave up for the night, CORE has been running all over trying to find it. It's most likely north of the processing plant, but other than that, who knows.
