Most likely it's just a texture that's copied and pasted. I'm sure if someone looked, they'd find a similar building with the same statement on it.
There's noting in the other two buildings either. You can scale the bigger one a little, but you start going through textures and walls and you just end up stuck.
Maybe there was suppose to be something there prior to the games release, but there definitely isn't anything there now.
Yeah I tried the other building to get to the top but no success. And seen through the other window and fired rockets through it to see if anything can be blown up inside. Doesn't seem to be any secrets in this game which is a shame.Quote:

I was playing D3 yesturday and was at the cemetary where you are looking for the correct crypt for a quest item. After finding the correct crypt and running back out of the dungeon instead of porting. One of the false crypts had a name of "Developer Hell". I went inside and the majority of the dev team if not all were represented by zombies and a few mini boss creatures. As you targeted them it listed their full name and job title, pretty cool thing to throw in for fun.
