Depends on which weapon. I know Iron Demon Ranch sell AR, LMG, SMG mods, and Muir Plant does Sniper, and Bug"s (something) its the settlement right before San Francisco Bridge sells the shooty mods
Their does seem to be a lack of them showing up at the vendors, Submit a message to them. I think the vendors are bugged on the T3 mods.
