The short answer is yes. Read what I wrote here if you like - it will probably answer your questions.
So after reading that, are people mostly choosing Radius to attach to Mass cannon or rebounder or swarm or are they mostly choosing damage?
I can't speak to what people are doing, but I would recommend it over damage in any case that you aren't doing direct hits - because of the mechanics shown in the thread I linked.
My Extra Life RL has +0.40, +0.40, +0.60 and x1.20 full damage radius. I wish I could get a big boomer like that (though I do have one with +0.40, +0.60 and x1.20).
That's precisely why you want full damage radius on cluster launchers. The base radius of each explosion is pretty small, so +0.60 is a huge boost (and I think makes it so that an enemy right in the middle of a ground pounder explosion will take full damage from all subgrenades). Full damage radius has nothing to do with crits.
Rebounder cannons are pretty much just crap in my opinion. It's the only weapon in the game with which you can hit an enemy directly and still not cause any meaningful damage to it... the spread is huge, and the explosion radius is tiny. I don't think that mods are enough to compensate for that. Swarm canons have a tighter spread though, and I think the subgrenades land close enough for increased full damage radius to be good.
