The pets could also be like Machine drones, or animals that are genetically altered or Terraformed animals as you said but you also have to wonder about where that quad appears from is it built in front of you or is it spacially compressed.
For mounts its hard to implement unless you already have the animations down like say a HellBug, you would need to build a new animation set for it, anew model, concepting etc. .
But for Organic pets you could have it that they are constructed if you have the genetic sequence for pet-a or you need to collect genetics from certain species to make your pet or even have a chance to make a random mutation from a pet I mean the Votan can Terraform a planet and its ecosystem whats to stop the new Human/Votan Technologies from making new species to anyone that wants that pet type. You could have the pets constructed in front of you like the quad and when your far enough away from you they disintegrate or return to whatever place the quads come from also another way is as you said is to have them jump into the vehicle.
Mechanical pets you could have it that they are constructed if you have the parts and power source for them to run off of.
