Oj's haven't been good lately for me either. Purple seem to have better rolls. Have yet to get a oj grenade to complete the oj loadout pursuit

I know the E-# for the 'nade isn't listed anymore, but it's still there, just hidden.
You'd need to find someone at a lower E-# who has a 'nade they can equip, to know it'd equip for you as well short of trial/error.
