Charge blades don't drop. You can only get them out of the lockbox or at the vendor and I've pulled quite a few of them out of tier 4s.
Were they any different from the vendor blades?
I also got a blue blade from a lock box; don't know stats - don't use it. If you want it you can have it. - TQuote:

I actually pulled one out of a T4 last night, it was blue. I already have the orange one from Thorn Liro, the damage numbers on that one are slightly better.
