It may have at one point. I didn't play for most of the summer, and that was before the store revamp. It's entirely possible that it was changed at one point for whatever reason then changed back.

People, please. It is not their fault. Trion allows devs to drink alcohol at work. So, they let the devs drunk build it, then someone drunk checks it and then someone tries to drunk explain things to other drunk people who then pass on what they remember to us, the community. I don't know how many times any of you have tried to program a game drunk, but it's not easy sober, so I can only imagine how difficult it must be while intoxicated.
I just can't see it. Trion knows that if they tried to sell actual rarity increases, then that would be pay to win and someone would catch it. It wouldn't last very long is all I can say about that.
Doing anything in a short enough time period will not affect the overall game balance.
They let it last as long as they could, and it will come back.
There is no way players would let that slide forever, it would break the game.

It's been like this since the game launched, and hasn't been addressed, so I would strongly suggest using your energy on something more productive. Besides, seeing as how the bonus makes enemies that would normally drop a bit or scrip or ammo drop weapons, it's misleading, but not incorrect.
