It's down right now due to some jerk faces using scripts to load up their servers.
I had that issue at first, but right before the servers went down I logged out and back in and they were all there to be claimed in the defiance store.
You simple log out and then back in and your items should be there, keyword 'should'. It worked for me. So don't panic
I just shut down my whole Xbox after DLing the stuff and linking and it was all there.
