The problem is that there is a clear contradiction between the stated intent of the system (to make all epic shields valuable, and all legendary shields very valuable) and the actual result (epic IV and orange V aren't really any good, whereas they were before the change). This has not been addressed, either by you or by Trick. This is what people are annoyed or even pissed off about.
And you know what's more worrying about it? It's that there's a history of this in this game. Players point out that there is a problem again and again. They are told that things are working as intended, that there is no problem, that everything is fine. Then, one day, someone comes and says "Arkhunters, we have found and fixed an issue with x, and now x is going to be even more awesome!". I know that in most cases you're aware of issues and hard at work to fix them, but you only have limited resources so fixes don't come as fast as we would like them. But from time to time, there is an issue like this that we have to struggle to make you accept that it even exists, and it's annoying.
Most of us are grown-ups, we can understand why things get changed even if we don't like it, as long as these changes are coherent. But sometimes we cannot see the coherence in these changes, and if no one addresses our arguments as to why the changes look incoherent to us, then we cannot understand them.
The reason I don't submit feedback in-game is that I have no way to tell what happens to it afterwards. At least on the forums there is a chance for direct dev or CM feedback, as well as the possibility of getting other people on board with your idea / suggestion / complaint / report, which helps it gain traction.
