We have seen this reported, and it's being looked into! In the meantime, several players have been able to complete this Side Mission by dropping and re-attempting Mission several times. Also, since the enemies are only missing for some players maybe these suggestions will help.

I cannot complete this mission. I've reattempted it at least 30 times. I've relogged. I've tried clearing nearby emergencies. I've tried it with a group. I've tried it solo. I've submitted a ticket. I expect that in about a week I'll get a reply telling me to submit a bug report. Which I've already done. This is an issue that has been around awhile. I understand that Trion can't seem to muster the expertise to fix it, but am bewildered why they won't help players who are stuck at this point. Please advance my progress if you can't fix the bug. That's all I ask. You do realize that San Francisco Exploration IV requires getting past this side mission, right? Please help with this and the other stuck pursuits (such as unkillable Hulkers, impossible rampages, etc.). Thank you.
EDIT: Another thread describing this problem was started on December 15, 2013. Almost five months ago. I know there are even older unsolved problems, but this may be the oldest "stuck pursuit" bug. Could a moderator please comment on why Customer Support won't/can't help us with a five-month-old bug and leaves us to abandon the mission repeatedly, hoping it might work (but doesn't for me)? We players don't cause the bugs, yet it usually feels like the burden is on us to troubleshoot, report, and find workarounds.
We're sorry some of you have found the workarounds are not helping. When some players can complete a certain Pursuit or Mission, and other can't it makes the issue not as simple as it seems. However, we will be sure to look into your support request to see what can be done.
That being said, we have been investigating the reports we have received regarding Pursuits, Hulkers, and Rampage issues. There have already been a few updates to try to improve these issues, and we are still monitoring this.

I'm having the same problem i've tried restarting it numerous times, relogging, and even shard hopping.
We've had a few players report they were able to complete this Side Mission after the daily Server restarts. This may be a good step to also try out, along with clearing your game data utility. The restarts occur at 2 AM PT/4 AM CT, for the North American Servers
and 8 PM PT/10 PM CT, for European Servers.
5 am is not really a practical time for me. Is that all the advice you can offer? This is preventing me from finishing my san francisco pursuit.Quote:

It's not working for me either, I'm on PC with the Steam version.
Tried dropping and accepting it like 50 times now with no luck.
still broken, I've tried early in the morning, afternoon, night time and nothing.
Finally got it to complete but now I'm dealing with the bugged Dark matter disguise.
I am also having the same problem, 360 & Eu server if it helps.
I will try the abandon mission some more!
This was supposed be addressed with Patch 2.0! Sometimes the disguised guys can take their time, but you will still be able to complete it.Quote:

Just adding another confirmation that the workaround for completing the Fila Kama Dunya side-mission where you accept and attempt the mission just after a server restart worked for me, and I was finally able to complete that side mission chain due to the information here.

Still no enemies loading for this mission. I'm on the xbox. Looks like this is an issue on all of the platforms. I just want to finish the last of my pursuits for San Francisco. I've been trying this mission for over two weeks now.
i saw the last reply and its from april.. its september now and its still not working? cant use chimera dlc coz i cant get to 5k. and pls try to nerf the dlc.. ive been tryin to get my hands on what i bought and all i got is perk. who develped this is idiot.

YESS!! I am facing this problem like others.
Cant progress the mission line and cant complete San Francisco pursuit.
None of the workarounds mentioned on this forum and on any other website solved my problem.
Submitting a ticket and reporting the bug didnt help me eighter.
Noone contact me or replied with a solution!
I am a patient and constructive person most of the time.
Defiance is a promising MMO, but this...what a shame...
If your team cant fix this for "2 YEARS", why don't you just remove it from the game and end our pain.
