Ok so after buying several lock boxes I have recieved nothing but crap for lvl 4 boxes, especially for the bit cost.
This needs to be addressed. I dont mind grinding, but if I am spending cash then the reward needs to be better

If I recall correctly from the beta, lock box items scale with your ego rating. A low ego rating makes getting lockbox items early a bit of a waste of money unless you're hunting for early weapon type unlocks, like a BMG/etc. Having a higher ego rating means getting higher rated items with better effects to boot.
A random item generated box needs to be addressed so you get better items because you paid cash for it?
Look at lock-boxes like lottery tickets. You can spend currency (whether its Bits or Scrip) for a mix of loot. There is a chance of obtaining gear of all quality levels from these boxes. They are also a great way to fund the game developer. So far I've purchased 2-3 level 4 boxes with Bits, just for this purpose alone. We've got a great game with no monthly fee here so throwing a few bucks to Trion for the chance of getting something cool is well worth it to me.
Dont buy lvl 4 boxes cause level 3 gives you better chances of getting legendaries (true)
Putting some sort of guaranteed item in the boxes (whether it is of high quality or offers a large boost) alters the function of that particular box. It takes some of the "lottery" aspect out of the purchase which would add a more "pay for high quality items" aspect to them. If a function to buy a high chance for high quality items were added to the game, it would create a culture of "pay to win" to the game.
That is something that usually leaves an "air of negativity" over a game.
False they all have the same odds, level 1 lock boxes give the best loot per cost and the most items.
2 Items for 8 Keys and 1000
3 Items for 24 Keys and 2000
4 Items for 64?(Cant remember) and 3000
The cheapest is by far the best.
Unless you have a table with the dev commented loot tables to prove me wrong. I really really want to be proven wrong.
