Past clan mates have scored arks from lock boxes all over the map, coit, shondus, b&c, etc.....
It is possible to receive ANY shield as a drop from t3 and t4 lockboxes and faction vendor supply crates. {with the exception I mentioned earlier} The drop rates on these is EXTREMELY rare.
EXL shields were given higher caps as a bonus for that particular event.
