Yes,but most enemies don't have a shield,yet the ones that have them also possess health,thus weakening electricity.

After removing their shields at a distance with the electric nano switch to your shotty or pulser and tear them up. Or not. ;)
You have different loadouts for a reason. Take advantage. There is no perfect weapon for all occasions, those many are less imperfect than others (yeah figure that one out).
Yup, but shield is annoying due to its damage absorbsion (-15% dmg to all nano/nanoless damages; -50% Damages for fire) when elec does 150% damages on shield. Non deniable on volges.
Its like asking, "Why bio? once plates are gone, bio is "useless".
Each nano has a role.

Lets say theres 3 factors (plates, shield,health), and you can only wear 2 weapons.
Fire takes 1 factor
Elec take 1 factor
Bio takes 1 factor
Rad is strong nowhere but goes through all 3 factors
Syphon is strong nowhere but regen you

As i said thats when you toss a pyro nade which ups your health damage done by anything including electric. Besides the guys with shields have terrible health and die in seconds after the shield goes down. I would not generally use electric against mutants or raiders, even though it is fun to watch them dance :). For them i use rad in the first slot, also i always have incendiary cluster shot in my second shot to use as needed.
I hate this nano, that said the oj blaze I got on my tiny toon has electric nano and its a lot of fun... but that has fire dmg too so... probably explains it ;)
