Good. My opinion is that it should remain unbalanced. It's the way of the world. Put in the time to acquire the gear. Put in the practice to get better. Learn the mechanics of the game.
I tried pvp when I was new to the game. Had my azz handed to me. I learned that I needed to get better. I realized that I needed better gear and needed to learn more before I tried again.

I use the gear I acquired in game. I use a variety of weapons. I use a variety of shields. I use 3 of the 4 perks available. I get better from learning from the mistakes I made, rather than whine to have everything nerfed to nothing.
You want to fix pvp?
Get rid of scaling in pvp. Make pvp be instanced to like ego levels. Just a couple of examples.
Life isn't a fair playing field.
