is it just me or does hotshot dam defense not exist or something
any ideas maybe a quest you have to do first?
Same issue for me... I have completed every main mission and side mission so far... Must be another mysterious bug.
I think it was disabled for some reason, dunno why.
according to another thread it was disabled. not sure when it will be back
