they are just a regular looking npc standing near the other vendors. kinda like the echelon guy for matchmaking. it is not a vendor truck. i think most of the original vendor fast travels have them, it tells you on the map if you hover over the merchant icon.

We don't need to replace a gun after it is mastered. It keeps earning skill.
However some people refuse to remaster gear if they hate the mastery and would rather just replace it because they feel that the only beneficial use for AF is supreming. They do the same if there is at least 1 or a specific bonus roll that they consider useless.(Not saying Crasher is like this, but apparently some are. ) I ran into that type of thing in zone chat yesterday.
Somebody had the exact gun the buyer wanted. However he felt the critical mastery was useless on a BA sniper, so he lowered his offer price from 1 mill clear down to 100k and told the seller that he needs to quit selling crap guns. However buyer jerk admitted that the mastery was the only reason the gun was crap.
I asked in zone chat why it's mastery matters so much when it can just be re-mastered, and his response was that: "It was too cost prohibitive because to get the mastery one wants on a Legendary they have to spend a minimum of 750 AF. Plus AF is only useful for supreming gear and therefor that is all that he will ever use it for."
So he feels it is better to be a major jerk and try to screw over sellers just because he refuses to ever spend AF on anything except Supreming and feels that the seller must completely alter the gun to optimal meta-game standards before they ever try selling it to anybody.

To the point: No, though I'm already leveled too far passed them to use them anymore without giving away potential scoring for using lesser weapons..
The EL gear isn't so good that better stuff can't be had within a few levels, is all I'm saying.
But the three of us remember the old days (as Sonic7870 mentioned) when a mastered weapon would stop giving weapons-leveling XP, and we couldn't reset the weapon mastery back then.

the dealer had good weapons just that there are better weapons the dealers sold weapons from 2013 extra life event
