Went over all 14 and still have the 13/14 bug on xbox. Hopefully this gets patched but i'm in no rush as it's not game breaking.
Doing all side mission will almost certainly take you over all 14 bridges.Look on the map and theres a small lake with 2 bridges going over it side by side.People tend to use the same one over and over,so try using the other.Thatl be the one your missing.
It's actually funny that after the server reset a few minutes ago I went over the same bridge I had gone over 10 min prior and it finished. Must have obviously been a bug on my end.

The last one for me was near one of the time trials. I can not remember which one off the top of my head, but the bridge was literally right at the trial.
