I really appreciate the responses and the light some of you have shed on this issue.
It's very peculiar that Defiance specifically would be blocked by the local gov't. The reason I suspect it is the several other examples of games that are officially banned but will work online if you manage to get your hands on them e.g. God of War Ascension, Spec Ops The Line, Max Payne 3, Call of Duty Modern Warfare, all banned but online features and multiplayer are still fully accessible.
I'm submitting an inquiry with my ISP to try to get to the bottom of this. I sincerely hope Trion Worlds are doing something from their end as well.
God-willing, I'll get the matter sorted and we can all play together soon!
It's not that they've blocked it specifically, but either that:
1) it hasn't been classified, if they are actively blocking it
2) it's using a port that they haven't opened up at all on their system because nobody uses it (the most likely answer)

After the massive patch yesterday (11 April 2013) the game now connects!
Today morning I was able to finally get in and play without a VPN and it ran beautifully!
I am ecstatic and really psyched to finally play relatively normally :)
Btw, keep an eye on your e-mail inbox, word is there will be a gift going out from Trion to try to make amends for the sub-par launch.
