Rarity aside, the OP has a point. There are simply a number of weapon types and sub-types that are not as good or just aweful.
A simple example is the pistols category.
All pistols type lack one of those: fire rate, accuracy or crit multiplier.
The exception here is the VBI Wolfhound which is quite accurate, has silid damage and for it's incredible crit-multiplier (3x-5x) it even has high RPM. Every other option won't cut however.
Or sniper rifles. Semi-automatic ones with bursts ... if your first shot while aiming crits the next one will miss unless the crit-hit-zone is gigantic.
And that Assault rifles are seemingly powerful is simply because they are easy to use. I played through the storyline without ever using one more than 10 minutes - but I never used infectors, BMG, semi-auto snipers or sawed of shotguns either (outside of testing them and finding them lackluster). Never used rocket launchers either, but that's just because I never found one of rare or higher quality.
Grenades however draw a clear cut picture where incendiary grenades really just don't have the same damage potential as the two frag types (classic or cluster) ... and don't get me started on bio grenades or shields without HP regeneration ...
