I've seen people driving around in APC's at Arkfalls and I've also heard you can buy them from the online store. When I go into the online store all there is, is 4-wheelers. Am I missing something? How do I get an APC in the game?

I think you are referring to the Hauler, it is a truck you get during certain missions in the game. As long as you remain on the mission when you summon a vehicle it will be the Hauler that you were assigned to drive.
They are people who are on the story mission when a ark falls. They drive up in a big truck and do the stupid thing of running into the monarch, destroying the truck. Happens all the time.
