Just like RNG, there are going to be different experiences for players with Karma. Some will find more jackpots than others, this is the nature of random rolling. The dev team has been as open and visible as possible when explaining how this system works, however as I have said many times in the past, there will never be a counter to tell you your karma, or a system that reveals to you what your exact chance at getting a jackpot is. This would entirely take away the value of actually finding a jackpot.
As for whether or not the system is working, I will say again: Yes, Karma is functioning as it should be for all accounts that have a patron pass. We test this every single day. We are not out to get anyone, and never would we knowingly keep a system like this in game if it was broken.
