I've been told a few different things but I'd like to know if at the level cap or a certain point I would have access to all four boosts and all the special unlocks to every weapon. If we play one toon will he be all powerful with everything?

They've said on the Live Streams a few times that yes, it is possible to unlock all the perks/skills. Need to be approx 5000 or so EGO rating. But you can only have a certain number of them active at any one time.
They have answered that question a few different ways on the livestream. You gain ego rating from everything that you do, so, it may take forever to unlock the necessary levels and you may have to play many different ways to do this but I think it is possibel.
they have said they expect very few players to ever max out, given that the constant additions there planning on. and length of time needed to do them
but yes it is technically viable to unlock everything on one character.

edit: as for the topic, as said, yes they have said you can unlock everything, but it would take an improbable amount of time in game. they mentioned one of the players with the most play time was only up to around 300 without using any DEV cheats, and the max is around 5k. on top of which you have to consider they will be adding new content, making it, as said, improbable anyone will reach max level, or be there for long if they do.
also of note, max level isnt really a level, simply a rating of power (points?) you have unlocked
