Tarr Family: Hidden in Plain Sight - Failed / Requirements not met

- A title or quick summary of the bug : Tarr Family: Hidden in Plain Sight mission fails to start due to not meeting missions requirements.
- Issue that occurred and expected results: I expected to start the next leg of the mission, but when I attempt to enter the instance, I get error following error message:

Headline: Failed
Message box contents: You do not meet the requirements for Tarr Family: Hidden in Plain Sight: Must have completed mission "Tarr Family: Hidden in Plain Sight".

- Detailed reproduce-able steps of how you ran into the issue: Complete the Tarr Family mission line until you have to start the mission called "Tarr Family: Hidden in Plain Sight". A marker appears and the instance entrance does as well to "Enter the underground docks". When I attempt to enter the instance I get the error message displayed in the linked screenshot below and as described above.

- Describe the location, mission, event that was going on: I attempted to enter the instance for the mission and it failed.
