On xb1 the Amelio Rodriguez data recorder in San Francisco isn't there. This makes two pursuits impossible to finish and the prototype weapon Shondu's Vengeance unobtainable.

Log out and back in and head to the area. Recorders sometimes don't show up if there isn't a mission/event going on in the areas.
