yeah, but with the same weapon you will do less then 25% damage, so it still take same number of bullets :)
Your weapons also balance with your PR, so equipping only one weapon will make it weaker
Yeah, I did some further tests, and adding to this, weapons also scale up to your current PR, not just downwards. MIGHT just be a placebo effect, or maybe lower PR enemies are just easier to kill at an even footing.
The weapon damage scales down, but the bonuses do not. Because your weapon has higher bonuses than your PR would normally allow, you'll take fewer bullets to kill something if you remove your grenade and off weapon. You'll also be a bit more tanky as well.
Very easy to test, create two loadouts and switch between them. The loadout with the reduced PR will do a higher percentage of damage to mobs.
You can also abuse this by using high PR mods in a low PR weapon, same effect, same result.
