Explosions 101 Mission Can't Start

Hey bois,

Is this a known bug that even with a group of four and the mission started and selected u can't enter the mission?

Yea this mission should t even pop up till the piper story line is finished .i have it on my map but can’t go in till I finish the piper mission . FYI the vagabond mission preceded the piper mission
