prototype vender dropping useless power levels

guns bought from the prototype vender are dropping over 220 power rating under my pr, I'm 2830 pr currently my highest weapons are just shy of 2900 for the 3rd time spending 50 cores i can't get a vender weapon to drop higher then 2598 its quite frustrating to pull unless weapons out of that vender. after maxing out said 2598 gun it would end up at 2848 an increase of 18. i can pull a blue shield or grenade off the ground and go up that much, without spending the 50 cores and 25 levels of salvage. even at the possible 1848 pr the vender prototype would end up at, it still doesn't come close to the weapons that are already at 2886 and 2900 power rating in my inventory. this venders scaling seems broken compared to the other venders that drop much closer to my power level and only costing script.
