It's because you have to finish each story line mission for those instances first. Since you can't you can only choose the quick match and get a random one. Doesn't count towards the story line either because you can't select a quick match with the mission loaded. Just run a tier 1 or higher to get better loot if it doesn't bug out and crash.
Im done the story missions and all side mission i still can select specific pvp or co op maps i can't even leave them after i do quick match either if i decide to do something else
that's odd. But who knows. Every time I try it lists in red that the story line mission needs to be completed before I can select a replay. So all I can do is quick random matches. I can't complete them and glad they don't lock me at that point or it would be a serious game over. I will just have to wait till it gets fixed to go do them if I can get in them with 4 players hopefully with a match making queue instead of days of wasted game playing literally standing there for hours wondering if the colors in fruit loops taste differently if I try them in different orders waiting for other players to show up to do it.
Im done all main stories, side stories and all reputation story line and i still cant start up any co op maps or pvp . for co op you have to go to the actual instance on your map and start it with 4 people but pvp you only get in throught quick match and its either waterfront or observatory.they need to fix it so we can actual do match making.
Yeah, quick match is the only way I have been able to do coops so far. Even when a coop is the next selected mission. PITA.

what i have done so far for the coop quest: i take the quest, go in the blue circle of the instance and queue up for the quickmatch. i stay the whole time in the circle and wait for the popup, if its not the one i need, i leave and repeat the queue. also try different tiers, this helped me alot finding the coops i needet in the last 2 days, at least for me, hope this helps :)
