Xbox one X radio silence mission

Radio silence mission on Xbox one x is glitched for me. Anyone else having this issue? I have crossed the bridge, made it to the mercenaries and enabled the console near them, then made it to forest hill where the dark matter people are supposed to be to kill them to be able to progress, no enemies spawn, I have even tried to do the next part of the mission at sutro tower and managed to shut down the monolith *SPOILER ALERT* but no cutscene showing the end mission.

I can’t progress!
