Found him again today and still couldn't interact with him at all. So I lured some scrapper mongrels over to him to see what happens. As soon as they hit him he dies and a replacement respawns as his corpse is still falling to the ground. Over and over and over.

Does that when you run him over too

I showered him with grenades and rockets a couple days back, merely for being out of place.
