I'm confused, are people having trouble finding it? You go there in a story mission, don't you?
no lol but it is behind the tower you go for story, but yes people seem to be having trouble finding it.
though there is a side quest that takes you there.
Since i'm from the area i had no issues finding coit tower. Once you know what it looks like it's easy to spot once you get to the 'downtown' san francisco area in-game.
