W.r.t. Mars a theory that goes around is that due to its size and its core activity it can not sustain a larger atmosphere. Changing Mars... I would plummet some of the heavy asteroids we have abundant in our solar system into Mars, to increase the mass and to rupture the crest, maybe making the planet more active. This would take considerable time. Water could be hauled in from the outer regions of our solar system (more ice based asteroids) or Europe. This would be a gigantic undertaking, than preferably the orbit should be a bit closer to the Sun... good luck with that.
Venus nudging it away from the sun and add an abundance of water (again massive undertaking) could do wonders.
The Ark fleet has been traveling for 5000 years, so the moments they picked up human civilization is quite short. However humans and other life has been on this planet long before those 5000 years and I find it difficult to believe they did not scout far ahead or were unaware of there being life on Earth. As such I strongly believe that knowingly there was a decision made to terraform a planet with existing life, which I find very arguable if not morally corrupt.
A lot of the Earth flora and fauna has been destroyed and this is a huge crime. I can see merit in creating life on lifeless planets, but playing god and laying waste to planets and lifeforms that took millions if not billions years to evolve and develop is a sin beyond measure.
Accepting Votans on Earth to colonize and make use of natural resources and even terraform portions of the world is nothing but the movie Avatar (mind you the avatar lore says that humans rely for survival on the resources they mine at that planet). Accept now we would be in the shoes of the blue giants. Not allowing the Votans to land or set a foot on Earth would be the right decision. Strategically giving them some land such that if they make an orbital strike would hit their own people is also sound. This time can be used to create and plan a massive counter attack, aimed to wipe the Votans out. The moment they accept the offer to make colonies on Earth, is the moment they settled their fate.
Now we look at a partially terraformed Earth, the bad has already happened. The question is do we hold them responsible for the crimes committed against our planet or do we accept now that we live in this new world and have the move forwards? I still think humans need to band together and try to preserve and fight for what is Earth as much as possible as that is what we as a species are accustomed for. With remaining hostile Votans and ongoing plans to further terraform the Earth by some factions, there needs to be a counter response. The proper response is the von Bach ideal, terraform it back to what it was and raise your middle finger to the Votans who have difficulty to adjust to Earth flora and fauna.
Cooper can kiss my "behind" von Bach is the only reasonable guy I've met in the game and the biggest crime (spoiler alert) is that Trion let an AI (?) take him over.
I see 3 factions:
1. Restore Earth -> humans win
2. Keep it as it is -> humans and votans will adept probably become one on this new world.
3. Continue terraform -> votans win
1, 2 and 3 cannot be friends of one another in the end.
