But it would make counters more reliable. And if there is an idiot trying to walk up to you with cloak you should be able to see it. As it stands now, you cant.

You just don't like cloak, which is fine, but at the same time, unless you remove all perks from PVP, you need to take the good with the bad. If you have a proper perk load out you can survivor a shotgun blast. What would you suggest happen to make cloak balanced in your opinion. Balanced while keeping what makes it special.
Overcharge puts out tons of DPS, Blur makes you super fast and hit really hard, Decoy..... ok well lets skip decoy.. Cloak makes you invisible.
So now if you nerf Cloak and take away it's main point of interest being invisible, then you also need to take away the DPS from Cloak, the super speed from Blur.... etc
when do you stop. If you up the time the person stays visible and put an audio cue in place to let people know a cloaked user is near by, you have officially made the perk much more balanced, without breaking what makes Cloak good.
Sounds like no solution will be good enough for you unless cloak is gone, you wouldn't even be happy if you had to squint your eyes to see them. What then would the purpose of cloak be if not to be invisible to the eye? Cloak has no real benefit outside of being invisible, if you remove that, you might as well remove all the positives of all the other perks. Otherwise you just take cloak from being the most OPed to being the worst perk. Overcharge will take it's place and people will clamor for overcharge nerfs. This guy Saw off'd my buddy, then overcharged and killed me without having to reload. Totally OP'd
This is the whole reason why they should have just made PVP perk less, and default load outs so they could have them be balanced. Snipers get the cloak, Shotgunners get the Blur, etc etc etc. No game with PVP will ever be truly balanced, and when any advantage no matter how small exist, people will find and exploit those advantages.
Once cloak is dealt with you'll have Infectors being the next target. I already see them being OP, with their long range and almost no counters. Bugs running around hitting for 600 - 800 dmg, and breaking cloaked users out of cloak. OPed
PVP is a well talked about part of every MMO. Everyone wants to kill other people while feeling superior to them. Tea bagging camera circles you name it all show boats am i right? But i digress, Yes cloak shotty combo. alot of people use it because it's affective and easy to use. Game just came out everyone is trying to stay ahead of the next person. It's just a well played game of chess. I use this combo but i also use overcharge BMG then switch to LMG and spray people down that are cloaking. As cloak is on you can still be locked on my infectors and BMG's. if it was really OP it wouldn't allow this. I am speaking of my own experience's inside PVP and what has been happening to me and my brother while in party chat with him. As the Dev's have pointed out in several of their post's on here and in patch note's and in video's they want equality across the entire game. This is new territory for everyone. For those who just wish to be mad about one little thing on the game go for it be mad. Or you can fined new ways to defeat the Cloaking shotgun welding dirt bags like myself at their own game lol.
Whether I like or dislike Cloak doesn't matter. I'm just stating the obvious: a perk that makes you invisible or semi-invisible will always be overused and PvP will continue to be 'Cloak Wars', game play that will constantly revolve around Cloak - using it and/or countering it constantly.
No, the whole reason for cloak is to be able to attack someone without getting seen. There are enough camper spots and open space that make it difficult to attack someone there. Cloak is needed for this places.
Take, for example, the tower at the Observatory map or that terraformed arch. This places can be easily defended making it almost impossible to counter without almost a whole team attacking.
The PvP maps are designed with cloaked players in mind, without a true invisible cloak the maps would have to be redesigned (no places with just one entry point and much more cover)
This argument would be more valid if snipers were more viable. As of right now going to those places is just asking to get yourself cloak shotgunned or you go there to cloak shotgun someone else. But I get what you are saying. If sniping ever gets fixed it would make it very tempting to camp up there with a few snipers and shotgunners to cover their backs. But as of right now you can sneak up on a lone sniper in those locations without cloak even.
