This. It was the reason some emotes were removed from GW1, people used to gamble ingame money.

Well some of the GTA games got AO/Adults Only ratings until they cleaned up a lot of content. Same with RDR. Fallout New Vegas had to be imported for the first 3-6 months after US release for some systems because Aus-land found out you could mod the games...
Really there's a long list of things / people that could better explain this than me, but if you're looking for instant gratification, just ask guys like Total Biscuit or Yahtzee sometime.

You are gambling with an AI, in a singleplayer game. There is no laws about that.
I think they may be able to add a way to gamble ingame money (no real money) against an AI, like in Fallen Earth. But no gamble between player, or using real money (including bits).
And I'm not so sure about that.
Since they can't stop players from making individual bets among themselves, we need players acting as bookies. And things to bet on, obviously.
Also, I'd love PvP(vPvP) races Cannoball-Run style -- pay an entrance fee, pick your vehicle, first five from, say, Mt. Tam to the Crater gets prize money. We'd need some programming to prevent people from fast-travelling, etc. (Also, good place for bookies to make some side bets.)
