need some help/clarification pls

1) for the trophy 'widely regarded' i have to get max reputation with all factions .. is it rep lvl 600 (trusted) or 1000?

2) where can i get me one of those black pickup trucks? checked all vendors..no luck..or is it a bonus?
thought pickups are exclusive to steam only?
