Granted I'm new to the game but can someone explain to me why the scopes all have a negative accuracy effect on them? I want to be more accurate not less. Unless I'm incorrect in my thinking.

I think the number refers to a lack of "adjusted misses", but I'm not sure. IE -0.30 would have a .2 less "drift" than -0.50.
But conjecture. Their stats system sucks and needs an abstracted figure that is easy to understand.
As far as I'm aware the scopes are currently bugged, and this is why they show a negative effect. at least I've read several topics to this effect. tho personally I haven't noticed an appreciable gain or loss with a scope other than on a Sniper rifle at extreme ranges.
The scopes WERE bugged when they had the positive effect, but are now fixed.
The Aim accuracy stat is your reticle size and by effect, spread. So,
+Positive = Larger Reticle, which makes your gun LESS ACCURATE by making the bullets spread(Ex. Shotgun Scatter scope gives + because it is supposed to increase spread).
-Negative = Smaller Reticle, Bullets more likely to go where you want them to and INCREASES ACCURACY.
