The easiest way for them to fix this is to include in the contract something that the end boss drops.
Just means adding one little thing and sticking that on bosses loot table as such.
Then you'd have to kill him/it/her.

Actually, if they made it so the pursuits were unlocked with an event AND mission complete it would force the players to stay to unlock their pursuit. Granted when things glitch it means no pursuit but it happens anyway when it glitches so this would eliminate the people bailing after completing the part they need.
All contracts/pursuits in co-op should require the challenge to be completed and mission complete, unlocking only once they make it past the finish line.
Apart from the fact that the pursuits have become repetitive and boring, players leaving during the game once they have completed their pursuits has put me off the game. I may jump back on when the DLC arrives but for the moment there is no incentive to continue playing.:(
I've been kicked from the last couple of co-op missions I tried as part of a group. Not sure why. Hard to work on pursuits if I can't pursue.
Perhaps I can't fall behind? Three of us in the group, one added by matchmaking, we were in Party chat and I stood there trying to enter the other player's name into a Party invite, noticed nobody was near me anymore, after that, boom, I'm gone.

I feel for you buddy...Me & my wife have exactly the same set up as you guys and are suffering exactly the same problems to the point that we're thinking of quitting doing the co-op maps altogether until things get better.
If you guys ever want to team up to do a co-op with me & the Mrs feel free to give us a shout ingame...We're always on together!!!
