who said they were only getting banned for 24 hours?
It's very possible that the first ban is just 24 hours.. then probably 72 hours.. then perma. But nobody really knows except trion.
What people who have been banned, have claimed is that it is a tiered response. First offense is 24, second is 72 or a week, etc. No one has provided info on how many times it takes to get to a perma ban.
The community manager already stated in one of he most recent fan podcast that the way they do the banning is banning them for a short time then the second time would be a longer amount of the time but if the hacking persists with said players then they will perma ban them from the game.
Also make sure you are reporting them through in-game tools [depending on what platform you are on] or use the support and make sure to get the gamertag and also be sure they were hacking then report them, then the support will look into the said player and if it is determined if he is cheating/hacking them the measures above will likely be used.
Shouldn't the duration of the ban be based on the severity of the offense? You wouldn't imprison someone who committed murder for the same amount of time as someone who shoplifted, right? So why would the ban's duration be based upon an arbitrary number of offenses?

Because this is a game and there is no "capital" hacking offense. Or rather a hacking scenario that falls within that category would not be responded to with a ban, but legal action. The point of escalating periodical bans is to impress on the hacker that they should not do it anymore, not to execute a procedural form of revenge for the rest of us.
I had a friend that was using some kind of 3rd party program to make macros that got ban for 72 hours. It was his first ban from what he told me.
He said that within 24 hours of him starting to use the macros he was ban.
