No Paradise weekly contract again.

Second week in a row now, thats 100 rep lost for everyone.

Anyone know why Tirion keep leaving it off?

The good thing is that paradise isn't needed for anything achievement wise, but it may get added later on or they don't know it is not there.

Paradise is the red-headed step child faction on Defiance.

Although that is true, they are part of the faction pursuits and anyone going for completetion is getting hindered by it being missing again.

No they aren't. Take a look at your pursuits again.
