Have yet to see that one but have a feeling it could be the weapon from the charge weapon starter packs. If you notice it says untradable so its either that or from a story mission from the first DLC. Only weapon that matches the shape is sued during the Event in Saus.

That my friends is a Charged Sniper Rifle. One of many different variants. This one is the type that is already in the game in a hotshot called Sharpshooter Savior. The full "pack" so to speak which will be including Charged Shotguns, Charged Snipers, Charged Pistols , and Charged Blades. =)
