Synergy Mods from Top-Notch can be white?

I was getting close to maxing out my Rep Currency Level with Top Notch, so I decided to buy three items to complete one the pursuits. Since all the guns currently have either no Nano effects or the Toxicity Effect (which I don't care for), I decided to by some Prepared Synergy Mods. One of them I got was a white one and that ticked me off. It's bad enough that they have made vehicles so fragile that they no fun to drive anymore, or you now have to spend ark salvage to unlock mod slots which were previously unlocked on guns you bought in your inventory before they changed it. Also making shotguns almost worthless, which is insulting because I enjoy using them. Now I spend a 100 Rep on a Mod Cache and I get a white one, seriously? Shouldn't they be green or better?

Sorry for the wall of text, but this just pissed me off yesterday.

That is a joke.
I just completed my 10 Rep purchases, as I finally got Echelon to Trusted so figured I could spend some.
I was pissed that I got Green in a few of them, but White for 100 Rep points is a joke.

Tell me about it, I was furious. I wish Trion would pay better attention to the little things in this game. It's things like this that steal enjoyment of playing this game.
