You aren't gambling, there is a huge difference.

When you are paying for a lock box, you are simply paying for a certain number of items, not the chance to get specific ones. Tier 4 boxes give you 4 items. The rarity is random but regardless of what items you receive, you have gotten exactly what you pay for.

Gambling is when you hand over some money hoping to get something (anything) in return. There is no guaranty that you will get anything back for what you spend, and usually you don't.
