I have the same thing too. It looks like it starts out as an emergency, then when you interact with one of the E-REP soldiers, you can accept the mission. I have this one now, and remember a scrapper one where you deliver plans for Eren right after I finished the Nim mission.
Looks like we have hidden side missions that needs to start being documented.
