I think a major look needs to be done on the proc rate. in my opinion it is even higher then the pump's per pellet nano proc rate that required a fix. what are other peoples exposure and opinions to this?

i don't know how it currently works, but there needs to be a cooldown on how often nano effects can proc. once every second or two maybe. the dev's can do the numbers thing.
Seems fine to me.
Proc rate just seems fast since Tachmag RoF is so high.
That's why people use the Tachmag despite it's poor damage per bullet.
To proc Syhon (or any nano) earlier in the fight.
PvP is all about dealing critical damage to the opponent before the opponent can do the same to you.
That's why you want to be proc'ing syphon earlier and more frequently through high RoF.
I'm a poor shot so I went with the extended mag.
If my aim was better...
Go with a catalyst injector mag
Equip perk for extra nano chance on critical hit
Then there are the equipment side bonuses.
Veteran will give you 10% RoF increase
Cannoneer will give you 6% RoF increase + 20% Nano chance
Any other random bonus your particular Tachmag came with
Because of the low dmg per bullet, successful Tachmag users can often be found at ammo crates.
Also, their effective range is quite limited.
Too far out and AR / LMG / Immunizer pwns you.
Too close and Shotgun out damages you.
You pwn me most of the time despite my Syphon Tachmag Pulsar anyways! :P
It's just like this guy is saying, it's because of the 25 Rate of Fire (or bullets per sec), which is just as high as the minigun super weapon in the game (although a real minigun fires 50 bullets per second or more!), so the Tachmag just empties its entire clip in 2 seconds, so if the person playing with it is really accurate with it, he can have multiple crits and Syphon procs per second.
Let's say the Tachmag Pulser has a proc rate of once every 15 bullets or 20 bullets, that still means that he will proc the nano effect every second, maybe even 3 times in two seconds.
Tbh, i've seen VOT Fragger proc every 2 or 4 shells they fire when they're glitched, so that's more chance to proc per bullet than the Tachmag Pulser.

Syphon is the only thing that makes SMGs slightly viable.
Imho they should nerf Syphon and buff SMGs (+falloff damage).
That'ld result in much less trouble with shotguns.
I agree, SMGs aren't that effective even with syphon, certainly not over powered. You need to get crits to make enough dmg fast enough to kill someone and almost everybody with shotguns, ARs, LMGs or Infectors will kill faster.
BTW: Should syphon restore shields with every proc or does it only give a chance to restore shields?
I thought every time syphon gets triggered a bit of my shields get restored, but yesterday I noticed that this is not always the chase and I get shield reg only in a few cases (maybe 1 out of 5-10).
Syphon regens both shields and health, it only depends on which of the two is damaged first.
If your health is low, it will regen you health first, if your health is fine but shields are damaged it will regen the shields. Syphon will also proc more when more enemies are around, meaning it will jump to enemies nearby like chain lightning in WoW. The distance between you and the enemy also makes a difference in the chance it procs, that's why shotguns and SMG's proc it so often (snipers can still proc it, but they have much less chance).
