Does anyone know when xbox1 is going to get reimbursed for not having sieges for first 3 months and what that reimbursement will be?

Is xbox1 getting sieges and the update on the 15th? I was reading the forms and it sounds like we are not. If this is the case can somebody post the link to where they said this.
